The WCIRB reported in the federal filing that they had established a 457(f) supplemental executive retirement for a select group of management or highly compensated employees. Under the provisions of the 457(f) plan the WCIRB has sole discretion as to the amount of contribution that will be credited into the participant's account. As of December 31, 2023 and 2024 the WCIRB's president is the only participant in the plan. 

The Governing Committee of the WCIRB authorizes an annual contribution for the President's 457(f) plan which is reduced by the WCIRB's contribution to the President's 457(b) plan. For 2024, WCIRB's contribution to the 457(f) plan was $525,000. 

In 2024 Bill Mudge retired from his position as President. Andrea Coleman was selected as the new WCIRB President. At around the same time as Ms Coleman was selected as the new WCIRB President Sean Cooper, the Chief Actuary, left the WCIRB.

Mr Mudge had also received $300,000 in 2022 and 2021  In 2016, 2017, 2018, 2019, and 2020 Mr Mudge's compensation had included extra pay for retirement of $200,000 each year. 

It is notable that Andrea Coleman is the only executive, other than Mr Mudge, who had an inordinate amount identified in the "Retirement and other deferred compensation" for 2023. Her amount was $75,000 higher than the amounts for the other executives.

The BOIRWC extends a welcome to new members of the WCIRB executive team, Andrea Coleman and Sean Cooper. They each appear to have started their WCIRB compensation history with sign-on bonuses of about $150,000 each. Ms Coleman took hers as a contribution to retirement and other deferred compensation while Mr Cooper took his as a current wage payment.

Former WCIRB SVP & CIO Raj Marwah got $100,000 after leaving WCIRB

The Form 990 for 2014 shows that former WCIRB SVP and CIO Raj Marwah was paid $100,000 in 2014 even though his employment with the WCIRB terminated November 21, 2013 (based upon the Form 990 for 2013 completed by the WCIRB). Under California law all wages due employees are to be paid when the employment relationship ends.

There has been speculation that the $100,000 payment, based on the even amount of the payment and the fact that it was paid in the year following the end of the employment relationship, related to a severance settlement or resolution of some dispute or issue of litigation. Raj Marwah received reportable compensation from the WCIRB of $133,846 in 2012 and $252,557 in 2013. Accordingly, the $100,000 doesn't seem to be attributable to "forgotten" vacation pay.

Bill Mudge's first outside hire to join his executive team seems not to have worked out so well.

For 2013 WCIRB  President Bill Mudge had an increase in W-2 compensation of more then 20%. For 2013 his compensation was reported to be $610,022 but was only $499,999 the prior year.

The Bureau of Insurance Ratings Workers Compensation extends a special welcome to Michelle G Sheng, Ward M Brooks, Reggie Griner, Tony Milano, Warren Clark,  Alicia Barco, and Deborah (Smith) Hall as the WCIRB's distinguished Key employees (as identified on Form 990) for 2013.

Former WCIRB CIO Raj Marwah obfuscates WCIRB position on public LinkedIn profile

In a revision in late July 2014 former WCIRB CIO Raj Marwah removed specific reference to "WCIRB" from his public LinkedIn profile. A reference to the time frame of "June 2012 - December 2013" was also removed. A reference remained to an affiliation with a "Data Analytics Organization", a term used to refer to the WCIRB in an earlier version.


Later on the  profile cites specific positions including those with Paradigm, Countrywide Financial Corp (Bank of America), and The Federal Home Loan Bank among others.

WCIRB CIO Raj Marwah didn't stay long

With only a 18 month (June 2012 to November 2013) tenure at the WCIRB CIO Raj Marwah didn't stay long compared to the decade plus tenures of his two predecessors, S. Dempster Boyd and Randall J. Mellin.  After a leisurely 6-month recruitment period many would have thought that WCIRB CEO Bill Mudge would have selected a candidate for the executive team with more enduring commitment, vision, and impact.

In an open letter to the California workers' compensation community, dated April 30, 2013, WCIRB Bill Mudge had talked of the restructuring of the WCIRB management team including "We brought on board a new Chief Information Officer, Raj Marwah, to lead our ambitious technology modernization efforts".  By the end of that same year he was gone.

David M Bellusci surely set a WCIRB bonus record with a bonus that was equal to 50% of his base compensation for the year. With base compensation of $294,270 and bonus pay of   $147,180 David M. Bellusci's total direct cash compensation for the year was $441,450. The CIO position was vacant for a number of months in 2012, so there may have been excess dollars in the budget executive compensation/bonus budget. So was that bonus amount really deserved? Watch for further developments.

Separately, in Part VII, Section A, W-2 compensation for 2012 of $133,846 was reported for Raj Marwah, WCIRB Chief Information Officer. Based on Mr. Marwah's report that his tenure began in June 2012 this equated to compensation at a "ballpark" annual rate of approximately $235,000.

New WCIRB President/CEO Mudge and CIO Marwah continue immigration program

WCIRB President/CEO Bill Mudge and CIO Raj Marwah have demonstrated their ongoing commitment to the immigration program initiated by former WCIRB President Robert G. Mike and Former CIO Randall J Mellin.

The Department of Labor reports that another application for a H-1B visa was filed by the Workers' Compensation Insurance Rating Bureau, 525 Market Street, Suite 800, San Francisco, CA 94105.

Case number I-200-12277-718300 was submitted by the WCIRB on October 8, 2012 for an employment start date of March 31, 2013 and an employment end date of March 30, 2016. The job title was for a Senior Application Software Engineer with an annual wage rate of $127,308 to $148,500. The Department of Labor certified the application on October 12, 2012.

WCIRB 2011 Officers, Directors, Trustees, Key Employees and Highest Compensated Employees

The total of all reported compensation categories for 2011 approached $ 550,000 for Robert G Mike and exceeded $ 400,000 for David M Bellusci. Each received bonus and incentive compensation of about 24.5% of their respective base compensation in 2011.

Of the five officers included in the listing the bonus and incentive compensation percentage was lowest for Randall J Mellin. His bonus and incentive compensation was about 16.5% of his base compensation.

Kate Smith is new to the list of WCIRB highest compensated employees. She made a dazzling entry to the list with base compensation of $ 188,488. Her base compensation was the highest of the non-officers included on the list. Her base compensation landed her ahead of other non-officers who have appeared on the list for a number of years. The pattern of her entry suggests she may be relatively new to the WCIRB.

WCIRB “Forgets” it got a new president in 2011


On its IRS Form 990 tax return for 2011 (for the calendar year ending December 31, 2011) the WCIRB failed to identify William (Bill) Mudge, WCIRB’s new president effective December 19, 2011, as its principal officer. Instead, it listed Robert G. Mike, who was acknowledged in the WCIRB Annual Report for 2011 as having retired effective December 1, 2011, as its principal officer.  

The WCIRB did not include Mr. Mudge in its listings of current officers in Part VII nor in Schedule 3 (Compensation Information).  The WCIRB failed to identify some officers it did list as “Former” officers (based on the retirement information it reported in its Annual Report for 2011). The IRS Form 990 readily accommodates transitions within organizations and specifically requires the listing of current and former officers within the tax year.

The WCIRB wasn't in a rush its tax return. It had filed for an extension to file its tax return and waited until November 2012 to actually file.

While William Mudge’s  late start date in 2011 may have limited the amount of regular compensation he received it did not preclude it, including the opportunity for many of the payment types subject to reporting on the tax return.

Though William Mudge has been reported to be an Eagle Scout he apparently does not have an eagle eye with regard to the WCIRB’s tax returns.

The WCIRB expects its member insurance companies to report correctly yet it failed in its own reporting.

WCIRB slights retired CIO Randall J Mellin in 2011 Annual Report

In the initial publication of the WCIRB 2011 Annual Report (page 29) the WCIRB acknowledged the retirement of Randal (sic) J Mellin and misspelled his first name. In prior annual reports he was consistently and correctly identified as Randall J Mellin.
